Holland may have a tolerant drug policy, but the country did sign international conventions against drug abuse. Holland considers drug use to be its citizens’ personal responsibility, much like alcohol abuse or smoking tobacco. Dutch people believe that addiction is a subtle point of discussion and that drug abuse is more or less similar to addiction to medication, gambling addiction or addiction to video games. The Dutch policy not to prosecute minor offenses and not to enforce existing laws regarding the sale of small quantities is unique compared to even the most tolerant countries in the world.

Smart Shops

Smart shops sell herbs. Not just any herbs, however; smart drugs, which bear that name because they are said to stimulate the mind and improve memory. These include Guarana, Cola nut, relaxing herbs like Skullcap, Valerian or aphrodisiacs like Muira Puama and Gingko Biloba. Ephedra is no longer legal.

Smart shops in Holland are special. They also sell magic mushrooms. Over the past couple of years a large number of new smart shops opened up in Amsterdam, many of which sell magic mushrooms, vitamins, weed seeds, grow kits, water bongs and various other souvenirs and art.
